The journey of the Act

The European Innovation Act follows the ordinary legislative procedure. This page tracks where the text stands and what comes next — updated as it moves through the institutions.

  • 9 September 2026
    Commission proposal adopted

The European Commission adopts and publishes its proposal — COM(2026) 567 final — together with the impact assessment and staff working documents. This is the text you can explore on this site.

  • Next
    European Parliament — committee stage

The proposal is referred to the lead committee, a rapporteur is appointed, and Members table amendments. Other committees may give opinions before a committee report and a Parliament position.

  • In parallel
    Council of the European Union

The Council’s preparatory bodies examine the text article by article and work towards a general approach, reflecting the positions of the Member States.

  • Then
    Interinstitutional negotiations

Parliament and Council, with the Commission, seek agreement on a common text through trilogue negotiations.

  • Adoption
    Final act & publication

Once agreed and formally adopted by both co-legislators, the Regulation is published in the Official Journal of the European Union.

  • Entry into force
    Application

The Regulation enters into force on the twentieth day following its publication, with its provisions applying as the final text provides.

Steps after the Commission proposal are described generally; this page will be dated and detailed as the procedure advances. Follow the procedure file under reference 2026/0264 (COD).
